Dare we step beyond the net?

This month at Agile Telco, we’re focusing on business-wide
autonomous operations.

There’s great excitement about autonomous networks and their potential to reset the operational cost base of telcos. The potential to support customers automatedly, optimise bandwidth utilisation and enable flexible scalability to support new offerings – all with no need for a human in the loop – is a compelling transformational shift for telcos. It’s an opportunity to reset the cost base for a new generation of communication and engage in the different pressures and requirements that new network burdens, such as AI workloads, introduce.

Understandably, the bulk of the focus today is on the network and the technologies that vendors are selling to make it autonomous. This also enables telcos to demonstrate they are progressing towards the fully-autonomous era. They can achieve important waymarkers, such as those set out in TM Forum’s Autonomous Networks Maturity Model, and reap the benefits of optimized network operations.

That shouldn’t be the final destination. The reality of unleashing the full potential of autonomy is business-wide, the autonomous network can’t act in isolation, it has to integrate with the telco back office. And achieving autonomy there isn’t simply a retread of the worn tyre of OSS/BSS to create an autonomous OSS/BSS. Instead, a strategic rethink of the people, processes and systems that are needed to create the autonomous telco.

Looked at from this perspective, the autonomous network is just part of that overall picture, albeit a big one. The full picture of the autonomous telco only becomes clear when automation and AI are applied across the entire telco business to enable operational autonomy.

It’s time telcos closed the loop and extend autonomy into their operational stacks as well as their networks.

Agile Telco: What are the key attributes of an autonomous telco?

Fari Pirouz: An autonomous telco has three defining attributes. First, it orchestrates decisions end-to-end, not in silos. One order, one journey, one source of truth. Second, it treats autonomy as an operating model, not a technology layer. The centre of gravity moves from building intelligence to operating it. Third, it builds reusable patterns. Autonomy scales through re-use rather than reinvention. An autonomous telco captures how decisions were made in the first domain and inherits that logic in the next.

The architecture is model driven and centre-out by having a shared core of decisioning that radiates into every channel and domain. Finally, an autonomous telco is transparent. Decisions happen inside governed workflows with full auditability. The question that matters is whether the organisation can trust that decision in production.

Agile Telco: How are telcos adding autonomy across operations, not just at networks?

FP: Telcos are adding autonomy everywhere from fault detection, capacity planning, service provisioning, billing workflows and customer support. But they’re doing it domain-by-domain with no orchestration connecting them, creating pockets of intelligent automation that don’t know what others are doing.

The operators scaling autonomy beyond networks take a different approach. They commit to governance, auditability and traceability as the foundation before picking any tool. A telco decides which operations need autonomy and, before selecting platforms, defines a shared decision model. Define the decision model before automating by clarifying three things: what is the desired outcome, what inputs drive the decision, and what policies or constraints must be enforced?

Agile Telco: What are the challenges of enabling autonomous operations for telcos as regulated providers of critical infrastructure?

FP: Regulating critical infrastructure adds complexity to autonomous operations. When a network fails and regulators investigate, they ask for logs. A log file shows what happened, not why. It records that a system took an action but doesn’t explain the decision logic behind that action.

For autonomous operations in regulated telco infrastructure, this gap is fatal. The answer is full decision level traceability across all systems whether the decision was made by an autonomous agent or a human operator. The traceability also needs to answer three key things from what inputs were considered, what policy was applied and why was this decision chosen over alternatives?

Telcos treating this as a compliance checkbox after deployment will struggle. Those building decision level traceability into the architecture from day one, where every autonomous action creates an auditable record of reasoning, not just outcomes, will operate with regulatory confidence.

Agile Telco: How will telcos integrate islands of autonomy to create fully-autonomous systems and processes?

FP: Most telcos have autonomy pockets everywhere. The natural instinct is to connect them with point-to-point plumbing, such as through API-to-API. That’s just integration not orchestration, in reality it’s just gluing islands together.

Operators making real progress ask, what do truly autonomous telco operations look like end-to-end? They pick high impact, repeatable use cases like fault resolution, capacity optimisation and service provisioning. They don’t just automate that domain but design how it will connect to adjacent domains.

You must take a more strategic approach. Before picking tools, before selecting vendors, before launching pilots, I think you need to answer how does this autonomous capability connect to the next one? What governance must be shared? What decision logic must be consistent? You should only start small on an autonomous initiative when you understand how it scales. Otherwise, you’re just building for failure.

Agile Telco: What does a good strategy to achieve autonomous operations across a whole telco look like?

FP: Most telco strategies for autonomy are really just launch plans for a pilot. Pick a domain, build an agent, measure return on investment (ROI), scale if it works. It almost always fails because pilots don’t represent production.

A real strategy starts with value, not technology. What’s the value you want from autonomy in terms of ROI and total cost of ownership (TCO)? This shifts from ‘can we automate this?’ to ‘should we automate this?’

TCO depends on how your autonomy platform prices itself. If paying per token or per decision, TCO scales with success. A fixed cost autonomy model eliminates that constraint. Your cost structure is flat. As you scale, per unit costs decline.

Not everything should be autonomous. Some decisions benefit from human judgment. Some processes are so tangled with legacy systems that autonomy becomes expensive. A good strategy should ask where autonomy plays a role and where it doesn’t. Most real operations will be hybrid, with autonomy handling routine decisions and humans handling judgment calls.

Agile Telco: What are the barriers and opportunities and when will we see truly autonomous telcos operating?

FP: Legacy systems are a real barrier with the messy data, fragmented integrations, decision logic scattered across old tools but that barrier is also the opportunity.
Addressing legacy systems with connected autonomous solutions creates tremendous opportunities to reduce operational expenditure. Every telco watching opex climb faces pressure to do more with less. Autonomy is one of few levers that actually works.

The opportunity is multi layered. First, obvious efficiency and routine operations can be automated. Second is the speed, operations that took weeks can now be done in hours. Greater automation increases efficiency, time to market and reduces design time on new products and services.

To achieve fully autonomous telco operations, we need to be realistic and think of a timeframe of several years. Autonomy exists in pockets today and linking all these up is a challenge that’s well worth pursuing.

Will telcos close the loop with business-wide autonomous operations?

When it comes to achieving autonomous operations, the network message appears to have got through. Telcos across the globe are embracing technologies, with a large percentage of the market moving up the autonomous network maturity scale. A recent report from TM Forum based on a survey of 80 operators worldwide has found that 20% expect to reach Level 4 of its maturity model or above by 2027, while 81% are targeting Level 4 or above by 2030. The findings underline the race to 2030, as operators move from isolated automation gains towards scalable, commercial autonomous network models, the organisation says.

With this momentum, operators are reaping the rewards of autonomous networks. “Network autonomy is a reality we are already working on at Telefónica, and it enables us to advance our mission of becoming the best gateway for citizens, businesses and public administrations to digital technologies,” said Andrea Folgueiras, Global CTIO at Telefónica, speaking at TM Forum’s DTW Ignite 2026 event in Copenhagen. “The challenge is to scale with impact: to transform our operations, integrate intelligence natively and ensure that autonomy translates into real value for the business and for our customers.”

Autonomy goes further than automation both in the network and across the business. “An autonomous telco goes beyond an autonomous network,” says John Harrington, executive vice president and head of Europe at Nokia. “It connects network, service operations, security, customer care and business systems so they can work together towards shared outcomes. As AI becomes a major network workload, operators need a more joined-up approach across radio, core and transport, and between the network and the wider business.”

“This requires trusted shared data, intelligent automation that can recommend or take action, and open cloud-native architectures that can work with existing systems during a gradual transition,” he explains. “Governance is also essential. Operators running critical infrastructure need transparency, traceability, security and controls so autonomous actions can be understood, stopped or reversed if needed. The goal is to move from isolated automation to a connected operating model where network and business systems act together to improve service, reduce energy use and deliver enterprise services faster.”

Expanded autonomy
Alex Bloomfield, the R&D director at Lifecycle Software, also sees the need to prepare for business-wide autonomy beyond the network. “An autonomous telco is defined by much more than network automation,” he says. “It is an organisation where intent can be translated into action across both network and business operations, enabling commercial objectives to flow seamlessly through customer, IT and network domains. That requires closed-loop automation, where systems can continuously observe, analyse, decide and act without waiting for manual intervention, while remaining capable of self-optimisation and self-healing. Equally important is the ability to make decisions using real-time, contextual information rather than static business rules or scheduled processes.”

“Perhaps the defining characteristic is cross-domain orchestration,” he adds. “The most advanced operators are moving beyond isolated pockets of automation towards environments where network, OSS, BSS and customer-facing systems work together as part of a single operational model. An autonomous telco should also be able to support increasingly diverse business models, including digital-first MVNOs, without proportionally increasing operational complexity. By automating core operational processes such as onboarding, provisioning, charging and customer management, operators can launch and scale new services much more efficiently while maintaining governance and control.”

Not just a network thing
It’s becoming clear that telcos increasingly regard autonomy as more than a network thing. This can be seen in telcos’ growing adoption of AI which has been uncovered in NVIDIA’s fourth annual ‘State of AI in Telecommunications’ survey. The telecoms industry is seeing a definitive revenue impact from the use of AI. Overall, about nine out of 10 respondents said AI is helping to increase revenue and reduce costs. Telcos, which represent about a quarter of the 1,000 responses in the survey, are also seeing the benefit, with 90% saying AI has had a positive impact on revenue and costs. The top AI use cases cited for return on investment (ROI) were AI for autonomous networks (50%), followed by improved customer service (41%) and internal process optimisation (33%). It’s unsurprising that half of telcos see ROI for AI in autonomous networks given that they are committed to autonomy in the network. What’s more interesting is the third of telcos that recognise the value of AI for internal process optimisation as this demonstrates growing awareness of the need to apply autonomy across the entire business. Consulting firm Bain & Co reports that telcos’ autonomous network performance varies widely by use case, with network change management lagging peers. The firm says that low scores for network change management reflect the complexity of legacy operations support systems, especially those involving multiple vendors and network domains, as well as the difficulty of bridging data across organisational boundaries. The lower scores also highlight a challenge that cuts across all autonomous network use cases: Higher levels of autonomy require more than tools; they demand shifts in process, governance and culture.

Incremental advances
What are telcos doing to build on the momentum in the network and in adoption of AI and take autonomy business-wide? It’s a case of measured, step-by-step changes that are slowly adding up and will ultimately contribute to business-wide autonomy.

“Most operators are taking an incremental approach rather than attempting wholesale transformation,” confirms Bloomfield. “Modernisation is increasingly happening component by component, with cloud-native architectures, microservices and event-driven platforms allowing operators to introduce autonomous capabilities alongside existing environments. The focus is also expanding beyond the network itself. AI is increasingly being embedded into BSS to automate customer onboarding, billing, order management, fraud detection and customer engagement.”

For Harrington at Nokia telcos are adding capabilities but work needs to be done on ensuring automation can happen across an entire process. “Telcos are already automating many operational areas, but the key step is connecting them so processes can run end to end,” he explains. “For example, fixing a network fault is only part of the job. A truly autonomous operator should also understand the impact to customers, update relevant systems and confirm that the experience has returned to normal. In Europe, POST Luxembourg is migrating its national broadband infrastructure to software-defined access using Nokia Altiplano, while O2 Czech Republic is using Nokia’s 5G standalone core to support near-zero-touch automation and advanced services such as network slicing.”

Harrington adds that network APIs are also connecting networks to business applications, as shown by the Proximus Global and Nokia partnership to make network capabilities easier for developers and enterprises to use. The direction is clear: autonomy is moving beyond individual network functions into the wider service lifecycle, helping telcos act faster, improve efficiencies and deliver better outcomes from start to finish.

Beyond best-effort beta testing
Telcos also have to deal with the challenges associated with being providers of regulated, critical services. This means web-speed, beta-testing, best-effort approaches to transformation are irresponsible and contravene regulations. “For European operators, the challenge is not just making AI and automation work, but also ensuring they work safely, securely and responsibly,” says Harrington. “Because operators run critical infrastructure, they must understand what autonomous systems are doing, why decisions are made and how actions can be checked, stopped or reversed.”

“This becomes harder as decisions span radio, core, transport, security and business operations,” he adds. “If systems act independently, an improvement in one area could create problems elsewhere. Different decisions will also need different levels of autonomy. Routine tasks can be highly automated, while decisions involving security, customer data, regulation or major spending may still need human approval.”

Approaches such as those taken by telcos in relation to security show how a thoughtful balance can be found. AI can reduce the threat dwell time from days to minutes, but human judgement, governance and accountability remain essential. The goal is governed autonomy where systems handle routine work at machine speed while people remain responsible for rules, risks and critical decisions.

Automation in the balance
“The biggest challenge is balancing greater autonomy with the accountability expected from providers of critical national infrastructure,” acknowledges Bloomfield. “Legacy systems remain a significant constraint. Many operational and business support environments were designed for stability rather than real-time decision-making, making modernisation a prerequisite for broader autonomy. Increasingly, operators are adopting modular architectures that allow capabilities to be modernised incrementally without replacing entire estates.”

“Organisational structures can be equally challenging,” he adds. “Network, IT, digital and customer operations have traditionally evolved independently, yet autonomous operations depend on these functions sharing data, policies and operational objectives.”

“Another challenge is enabling autonomy across increasingly complex telecoms ecosystems,” says Bloomfield. “As operators support more MVNOs, digital brands and partners, they need platforms that can deliver automation at scale while maintaining strict separation between different tenants, commercial models and operational requirements. Multi-tenancy therefore becomes a critical architectural consideration, allowing different organisations to operate autonomously while preserving security, data isolation and regulatory compliance.”

“Finally, governance becomes increasingly important as AI takes on greater operational responsibility,” he explains. “Autonomous decisions must remain transparent, auditable and compliant with regulatory obligations around customer protection, security, resilience and privacy.”

Islands of autonomy
While that sounds onerous, the demands of compliance can in reality help telcos set up autonomous systems in such a way that islands of autonomy are more straightforward to integrate into a wider whole. “The main challenge is not creating one autonomous system but getting many autonomous and partly automated systems to work together,” says Harrington. “This is especially important in Europe, where operators often have older infrastructure, newer cloud platforms, multiple vendors and different levels of automation across the business. Open interfaces, shared data and common coordination models are essential; otherwise, today’s operational silos could simply become new AI silos.

“Trusted cross-domain data is particularly important, giving operators one reliable view across network, service and business operations,” he adds. “The transition will be gradual. Each new investment must connect with the wider organisation rather than becoming another standalone system.”

Joining the islands of autonomy up to create a fully-autonomous operational environment throughout the telco demands open architectures. “Many operators already have highly automated capabilities within individual domains,” says Bloomfield. “The next phase is connecting those domains into end-to-end operational processes. Open architectures will play a central role, particularly standards such as TM Forum’s Open APIs and Open Digital Architecture, which provide common ways for systems to exchange information and coordinate decisions.”

Process-by-process
“Most operators are likely to follow a phased approach, beginning with high-value use cases before gradually extending autonomous decision-making across increasingly complex processes as confidence grows,” he adds. “For example, event-driven intelligence can initially be applied to specific customer experience use cases, such as identifying relevant moments for retention or engagement, before expanding into broader autonomous operations. Similarly, zero-touch provisioning and eSIM lifecycle management demonstrate how autonomy can extend into customer-facing processes, enabling instant activation and seamless multi-device onboarding by connecting customer, network and commercial systems.” 

While the technology is new and the innovation it brings is compelling, the only way to turn the theory into reality is to focus on achieving business outcomes so projects can gain funding and keep up momentum. “A good strategy should start with business outcomes, not technology, while also recognising that AI is changing what networks must support,” says Harrington. “As AI drives more machine-generated traffic and real-time interactions, operators need a longer-term shift towards AI-native networks and operations. Operators should begin where manual work, slow delivery, faults or complexity have the biggest cost or customer impact, while also ensuring each project supports a wider cross-domain architecture.”

Bloomfield also sees business drivers as the key to success. “The most successful strategies begin with business outcomes rather than technology,” he says. “The objective is not simply to automate processes, but to improve customer experience, increase operational agility and reduce unnecessary manual effort. Building strong data foundations is essential. Autonomous systems are only as effective as the quality, accessibility and timeliness of the data they rely upon, making data governance and real-time information flows critical enablers.”

Harrington identifies appealing functional areas for applying autonomy. “Fault management is a good example: autonomy should not only fix the network issue, but also understand service and customer impact, update systems and confirm resolution,” he says. “The same applies to service delivery, where systems should increasingly design, configure, activate and assure services with minimal manual intervention. Intent-based operations are central: the operator defines the desired outcome, and systems decide how best to achieve it within agreed rules.”

The countdown has begun
With autonomous network adoption well underway, attention is turning to the holistic view of an autonomous telco but how far away from reality is that? “Rather than a single moment when operators become fully autonomous, the industry is progressing through different levels of maturity across different operational domains,” says Bloomfield. “Many operators have already achieved high levels of autonomy within specific areas such as customer onboarding, charging or network optimisation. We are seeing this approach mature in the MVNO ecosystem, where MVNE platforms such as NEXUS are enabling highly automated operations across the subscriber lifecycle, from onboarding and provisioning through to charging and customer management. The greater challenge is extending these capabilities across organisational boundaries to create coordinated, end-to-end autonomous operations.”

The impact of AI on the telco industry is seen as a catalyst by Harrington. “The pace is likely to accelerate because AI is becoming a major network workload, driving more machine-to-machine communication, autonomous systems and demand for predictable real-time performance,” he says. “The journey to autonomous telcos and AI-native networks is therefore increasingly connected. The autonomous telco will not arrive through one big switch. It will emerge as operators connect today’s islands of autonomy while building AI-native, cross-domain networks. The real test will be whether operators can deliver services, fix problems and respond to demand with minimal manual intervention while meeting the security, resilience and trust requirements of the AI era.”
